Dr. Cecil Nartey has over 30 years of professional experience working in different international organisations, including CARE International (USA) as a Senior Programme Manager; United Nations Industrial Development Organisation (UNIDO) as a National Coordinator/Enterprise Development Expert; OXFAM (Great Britain) as a Country Director in Nigeria; and African Development Bank (AfDB) as a Programme Coordinator of the Africa Disaster Risk Financing Programme (ADRiFi). Cecil has formal education in Agricultural and Development Economics from the University of Reading (UK) and Climate Disaster Risk Financing from the University of Stellenbosch (SA). He also has a professional training in Strategic Management Studies. He has extensive experience in programme design and development as well as implementation / management in developing countries. Recent training in climate smart agriculture and agricultural / parametric insurance complements his profile.
Cecil has significant professional experience in designing and implementing innovative climate disaster risk financing (DRF) initiatives, including micro/agricultural insurance.
Cecil has significant professional experience in designing and implementing innovative climate disaster risk financing (DRF) initiatives, including micro/agricultural insurance. He designed one of the first DRF programmes in Africa, ADRiFi, supporting countries to finance sovereign climate risk insurance initiatives for droughts, floods and tropical cyclone, which is being financed by the African Development Bank (AfDB) and implemented in about 15 countries across the continent. ADRiFi is enhancing the resilience and response to climate shocks in African countries by improving the management of climate disaster risks. Cecil also designed the “De-Risking Agricultural Financing for Smallholder Farmers” (DAFS) as an innovative, subsidized and affordable agricultural insurance initiative funded by AfDB, implemented in Tanzania, Zimbabwe and Uganda. Cecil has passionate interest in the impact of climate change on agriculture, how it affects food security in Africa and the use of best practices to design programmes. He is an accomplished trainer and coach with significant experience in team-building and people management. In financing insurance premiums, Cecil designed the Multi-Donor Trust Fund (MDTF) for the African Development Fund in 2021 to provide subsidized premiums to beneficiaries to enable them ‘prime the pump’ for sustainable financing. He also developed the Operations Manual between the Bank and its donors.
